LOGAN TODD REGIONAL WATER COMMISSION
New Regional Water System

Recent, more stringent EPA regulations have made it increasingly difficult to meet minimum water quality standards for water treatment facilities. Increases in water consumption have placed greater demand on existing facilities. The Commonwealth of Kentucky has taken a position to reduce the number of aging water treatment plants; yet, over 15 percent of Kentucky's population does not have access to dependable, potable water. In an effort to meet these challenges, one approach emerged as the optimum solution: regional water supply. The Governor's Water Resource Development Commission developed a strategic plan, which identified Kentucky's public water needs through the year 2020. According to the plan, effectively targeting Kentucky's investment need in public water supply required a regional approach to planning and development.

Officials of Logan and Todd Counties were concerned about the lack of suitable water supply to carry the region into the future. In 1995, the Logan Todd Regional Water Commission was formed to find, secure, and develop a water source suitable for supplying the needs of the area for the next 30+ years. McGhee Engineering was hired by the Commission to perform a Regional Water Study. The study identified several options but ultimately developed a plan based on constructing a new raw water intake on the Cumberland River in Clarksville, TN. The water will then be pumped through a 36" pipeline to Guthrie, KY where a new, state-of-the-art water treatment plant will be built to serve the counties of Todd and Logan as well as the City of Oak Grove in Christian County. Treated water will be pumped from the plant and distributed through new distribution pipelines to the twelve water systems in the three counties. McGhee Engineering serves as project manager and design engineer. McGhee Engineering, Inc. conducted a Ground Breaking Ceremony for the Logan-Todd Regional Water Commission on July 21, 2000. Governor Paul Patton presented two checks checks to the Water Commission. One community development check for $500,000 to Todd County and a community development check for $1,000,000 to Logan County. By March 2003, the project was substantially complete with only miscellaneous start-up issues remaining. Currently, the Commission is successfully producing and selling approximately 4.5 million gallons of water a day.
