"The Logan County Industrial Development Authority will receive sealed Bids for the construction of the Phase 2 West Industrial Park Improvements Project until 3:00 p.m. local time, Thursday, October 2nd, 2025 at the office of Logan Economic Alliance for Development (LEAD), 116 South Main Street, Russellville, KY 42276, at which time they will be publicly opened and read aloud. The contract involves the construction of a new roadway extension including site grading, paving, street lighting, and stormwater drainage, and the extension of 1,950 LF of 8” and 10” water main to serve the West Industrial Park off U.S. 68/80, all in the city limits of Russellville, Kentucky. Bids are to be addressed to the Logan County Industrial Development Authority; c/o Logan Economic Alliance for Development., 116 South Main Street, Russellville, KY 42276, and shall be marked “Sealed Bid – Phase 2 West Industrial Park Improvements Project.” Bids are also to include on the outside, Bidder’s name and address and the Bid receipt date and time. Bids shall be prepared in compliance with the requirements of the Instructions to Bidders. The Issuing Office for the Bidding Documents is: McGhee Engineering, Inc. located at 202 South Ewing Street, Guthrie, Kentucky 42234 or by calling (270) 483-9985. Perspective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:30-4:30 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Plans must be ordered by visiting www.mcgheeengineering.com and clicking “Bid Opportunities”. Plans will be sold with an option of Digital only OR Printed Set w/ Digital copy. Bids will be accepted only from registered contractors holding approved bid forms provided by the Issuing Office. Plan holders may be viewed at www.mcgheeengineering.com. “Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The de minimis and minor components waiver apply to this contract.” Preparation of Bid for EDA Funded Project: The U.S. Department of Commerce Economic Development Administration is providing partial funding for this project (EDA Award #ED24ATL0G0248). Each bid must be submitted on the prescribed form. All blank spaces for bid prices must be filled in, by ink or typewritten, in both words and figures. The submitted Bid Form shall be accompanied by a list of items and/or certifications as outlined in Article 25 of the Instructions to Bidders. The foregoing Certifications must be fully completed and executed when submitted. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Davis/Bacon Act prevailing minimum wages to be paid under contract, Section 3, Segregated Facility, Section 109, and E.O 11246 and Title VI. Minority bidders are encouraged to bid. Owner reserves the right to waive any informalities, to reject any or all bids, and to award to the bidder perceived by the Logan County IDA as offering the greatest advantage to the City. All bidders shall submit with their bid an acceptable bid bond or a certified check in the amount of five percent (5%) of the bid, payable to the Owner. No bidder may withdraw their bid after the date of the bid opening. The Logan County IDA reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous.
